Hilary Brackwell
Local government correspondent. Attends every planning committee, including the ones that are adjourned.
Hilary Brackwell has reported on councils, parish meetings and the planning process for longer than most bypasses have been under consideration. Hilary knows every by-law, most of the councillors and, unusually, where the minutes are kept.
